I am looking for a doctor to help diagnose my husband in the Mechanicsburg, Harrisburg, Carlisle, Hershey, York area. Two Lyme tests done by his PCP have come back negative, but we think Lyme is the culprit of all of his symptoms. Doctor has him on doxy for only 2 more days (10 days total), but is reluctant to extend the prescription with the negative tests.

Your husband needs to be evaluated and treated by a Lyme-literate doctor (LLMD). Non LLMDs have no clue about this horrible disease or its complex treatment!
A LLMD is one who has treated Lyme disease and the co-infections which come with it for many years and has gotten patients well. A good one will follow Dr. B's Guidelines, the "gold standard" for Lyme treatment.
Unfortunately, LLMDs are far and few between. He needs to go where they are.
Also most LLMDs do not accept insurance due to the politics surrounding this horrible disease. Read poster TF's explanation, "Why Lyme Doctors Don't Take Insurance":

I know a good lyme specialist who can see him in a few days. He is in Maryland, near Washington, D.C.
Let me know if you want the name.
I would say he is better than the lyme doctors in your area, based on patient reports I have gotten. Also, he will do telephone or Skype appointments after the first in-person appointment. So, you will not have to travel to the D.C. area very much at all.
You likely will find very long wait times for the good lyme doctors nearer to you.
There are some in Maryland that are closer to you, but I do not recommend them.
