I have written many times on the webmaster email address but nobody checks it seems.

My IP address is blocked at home. Can someone help?

Hi sonee, what you can do is change your ip address which is actually quite simple. Here is a good guide that I found: http://www.techbout.com/change-ip-address-4067/

Just scroll down to the section that says "How to change your public ip address."

Before you do that try googling "What's my ip" and google will tell you what your ip address is. Make note of that so that you can know if this has worked.

Easiest way to do this is to just unplug your router for an extended period of time and it will change itself automatically.
