Good Grief! Why in the heck would anyone publish a paper about a research project which hasn't even begun yet? Since when is it academic protocol to proceed in this manner?
This sounds more like a "research grant proposal" to me than an article which is ready for publication. Odd. Really odd.
Not only that, but it states: "Prevention of tick-borne diseases in humans is challenging. To date, no prevention strategies have been shown to be consistently effective."
So, what's really going on here, huh?
Let's hope it's not just another boondoggle to waste taxpayer money by researchers who don't have any clue but who simply want to get a piece of the action in order to further their own academic careers. ..... And so it goes.....

Abstract Prevention of tick-borne diseases in humans is challenging. To date, no prevention strategies have been shown to be consistently effective. Here, we describe the design of a new large-scale study, involving hundreds of households in Dutchess County, New York, testing whether environmental interventions, applied intensively and over 4 years, can prevent human cases.
