A "Deer ked" and a "Deer Fly" are two different insects.
A deer ked is a parasite that attaches permanently to the host, sheds its wings, and sucks blood.Sometimes they are mistaken for ticks.. Known to be in PA, and New England states.
Deer flies are also called a Marsh Fly, Sheep Fly, Yellow Fly, Pine Fly, May Fly, and Salt Marsh Greenheads. They also bite and suck blood, but fly away to bite again.
