It sounds good but it really is a state approved cookbook on how to treat most illnesses and conditions.
Those doctors who are best at cost containment and protocols would be best rewarded and those who do not follow the protocols would have negative rewards.
There many problems with this that I see including the loss of privacy of medical records which the Hippa laws now protect, and a loss of flexibility when patients do not all respond equally to the cookbook recipes of treatment.
Worst of all I feel that in a state so heavily financially dependent on Blue Cross and HMOs that this might be legislation sponsored by big business and not really in the best interest of patients or taxpayers.
