I made up my mind to try Riamet for babs but the only on-line pharmacy I could find keeps saying my credit card was declined. I'm not maxed out and I even tried American Express, to no avail.
How and where can I order it?

Unfortunately I have the same problem as you, recently tried to buy some but credit card was rejected. Even worse, when I successfully ordered some in June, the shipment was stopped at the border and I haven't been able to get a credit card refund.

It's all under the 'bio-terrorism' act, but clearly much of this is FDA/pharmaceutical interests in keeping Americans buying all drugs here. They are tracking everything in case the new laws they wish for on making pharnaceuticals illegal to import comes to fruition..
It's a bad scene.
I had a very hard time getting a very benign substance (not even a drug, but a nutritional item) across the border, things are a mess over this.
Many countries have stopped shipping food goods becuase of the hassles.
In any event..many off-shore pharmacies are trying to avoid this by brown bagging them, and not claiming they are medicine just to avoid all the importing problems..
otherwise there is a new and very intricate internet form and PDF that you must fill out, and submit prior notice before anything can come through.
Anything can be refused now that does not have a PN form submitted ahead of time.
Unless you have an offshore pharmacy who will allow you to fill out a PN and submit it, plus get the PN to them to attatch to the package..(which would work, but you need them willing to also use the form)
if they don't want to do that they have to chance mailing it as a documant and hope for the best.
It's almost worth getting cheap airfare and opicking it up yourself these days..
or even better of you have a friend in any countries in which it is available who could
mail it to you undeclared.

as you can imagine, the kaos among couriers, dick agents, postal workers, ect is also bad.
I think you may be best with international mail (regular)..but even that is risky.
Pea, they must have sent it back to the shipper..
tho - I bet the shipper has lost alloy of business and some other packages in all of this.

I have items sent like that all the time. The sender has to be a private name and address, of course, not a pharmacy or business; customs immediately steps in if it is a business transaction. It's for personal use and not for resale.
I have no problem whatsoever - I have boxes of fermented juice sent regularly. The pharmacy packs it and sends
as directed by a private person; a relative or friend of a relative. It arrives here without a problem.
are you doing courier, or regular internaltional mail? I've been having an awful time with FedEx shipments, and so have others I know. Shipments are for personal use.
Are your packages declared for what they are, on the customs form?
I think the 'regular' mail is still going through. Probably the best bet, but they will still stop packages randomly.
Many companies are using regular mail, and not declaring what is in the package, which is a crap shoot..but better than courier with full disclosure right now it seems.
