I have had lyme for 3 years now and at some points cannot walk due to leg pain, and cannot walk a distance. I have had a temporary placard for cases when I am by myself or being driven so I can park close to a building. This year the registry of motor vehicle, medical affairs is playing the role of a doctor and denying me a placard. Interesting that they know all about lyme and it's symptoms that they can make a decision about your life. This is what they wrote to be denying a temporary placard. They feel I should be "all better" by now since it's been three years!!! I am also copying this from Lymenet.org so maybe they could educate themselves on lyme disease.
"Chronic leg/muscle pain is not a qualifying condition for a HP placard.
It is a symptom. We have accommodated you a number of times with many
temporary placards from various doctors over a couple of years so that
you would have recovery time, healing time or adjustment time. But, this
symptom is not a sufficient disability for the issuance of a handicap
placard."

I didnt think they could do that. I thought it was just dependant on what your Dr. says. I would go straigh up the ladder on that one..even to your senator.

Get your doctor to order it on the basis of "severe arthritis" .... You didn't mention joint pain and I'm sure you have that as well, right? I'm sure they issue placards for arthritis patients!
