I worked in Congress for a number of years in the '90s.
Unfortunately, sometimes, politics outweighs policy in our system.
Part of the problem with H.R. 741 is that it's sponsored by a Republican in a Democratic House of Representatives.
Traditionally, the majority party is never too eager to put forward legislation sponsored by a member in the minority party.
This is true which ever party has the power -- just sort of how it is.
Rep. Chris Smith is an excellent member of Congress who fights for those who need help, such as veterans and those who have an illness like us. I think he's a great guy.
However, if the legislation doesn't move this Congress, I think it would help a lot to find a member in the majority party to be the lead sponsor.
