I think that is a neurologic problem.

Yes it can definitely cause problems with both libido and erections. Cialis (tadalafil) works well enough until the responsible infection(s) have been killed off.

As for specific mechanisms, inflammation in the brain disrupts the reward pathways that support libido (as well as motivation/drive in general), hormonal issues, circulation problems due to hypercoagulative state, and I'm sure other factors could all be contributing. I would worry less about this and more about dropping bombs on the bugs that are responsible.
