Does anyone out there know of any medical literature, peer reviewed, that addresses the neurological aspects of babesia?

I do not. All my symptoms seem to overlap. Not sure what is coming from what.

You might want to look up abstracts for cerebral malaria. There is a lot of symptom overlap, just not as much research out there on babesia.
