I am not able to print out pdf files on my computer. I tried upgrading, etc.

Still not able to. I was able on my old computer so not sure what is going on. This is an old computer too.

I need someone to print out the TAP app and mail it to me so I can apply to see about getting testing done.

Yes. I have contacted TAPS and asked them to send me an app but was not successful.
