I've used them, both last year and this. Last year they worked well, but I was usually on a moving mower or tractor, so wasn't sure how well they would have worked had I been stationary.
A neighbor who'd used them (and loved them) gave me one knowing how bad of a time I have with attracting mosquitoes.
This year I used them (awful time with mosquitoes) and they worked. No bites. But, I wasn't satisfied with believing that- thought I was just "lucky" (for the 1st time in my life)- so today I went outside and purposely didn't use it.
Can you say S-T-U-P-I-D?
Within 5 minutes I had 4 mosquito bites. Back inside to get it and once on I had no more bites.
You can't use it with permethrin though. Or let me re-phrase that- I wouldn't feel safe doing so.
The only problem I have with it is it keeps falling off when I clip it to the top of my shorts because I bump into stuff. Amazing it hasn't broken as many times as it has hit a hard surface.
I won't wear it on my shirt, don't want the fan blowing in my face or eyes, so I'm stuck trying to be more careful.
But, for me it works well otherwise. And I am a mosquito (and tick) magnet.
Oh, and a guy magnet too! HA!

I checked your link and it seems interesting. Better than blowing the permethrin in the air. It does say, though...
"WARNING: These Insecticidal tags are cleared only for non-resistant flies and will not work in most areas in the U.S.A."
Not sure what that means? Have you tried them?
Plus, I will assume it is only to be used on cattle, not humans. Like dog collars shouldn't be worn around humans wrists or ankles.
I recently used a hanging product- link below- that I got at Walmart and as doubtful as I am about new products it seemed to help. Lasts up to 220 hours. I hung it on my front porch near the door to prevent mosquitoes from sneaking in or following me in the door. It is DEET free.
I didn't buy a case like shown below, just a handful of them for a few dollars. Amazon may have them too?
Years ago we braided similar cattle ear tags into our horses' manes and tails before trail riding in the woods.
They did seem to help with the flies, but we still needed to spray their legs to keep the ticks off.
We have very few mosquitoes in our immediate area, so I cannot comment on the effectiveness of the tags in that regard.
Although the cattle tags specify that they are to be used for cattle only, that does not necessarily mean they are unsafe. It simply means they have not been tested for safe use in other species. I would consider it a "use at you own risk" decision.
Given that the tags would be attached to clothing and not in direct contact with skin, I would think the risk would be minimal. Whether or not they would provide any protection against ticks is another question.
