Yes, but depending of the dose, length of treatment and your personal conditions, it will also "treat" you. I mean, it can cause you permanent and irreversible injuries, that might impair your life far more than a normal lyme condition. This is even acknowledged on the package insert.

I am taking Cipro for Bart and have been on it 1 1/2 months so far. Yes, there could be side effects as there are with almost any medication you take.
So far I've been lucky with it. I definitely know that it is mixing things up and making changes (herxing like mad), but if it's well tolerated, it appears to be a good med.
No two people are the same, so I tried it but was told if you have any type of tendonitis issue, to call your doctor immediately. Good luck to you and get some sleep. We all need that.
