I have been on Rocephin for 6 weeks now. After the start of treatment I noticed diminished hearing in one ear. This has now spread to the other ear also, with constant "ringing" and transient balance issues. Is this something that someone has heard of before?

Yes, hearing loss can be caused by Lyme. It can also be a rare side effect of certain antibiotics (I know Zithromax is one), so be sure to report this symptom to your Lyme doctor right away.
