Notice the absence of any white (no cases) on the map!

It is also interesting to me that Rhode Island (where I live) has a much lower incidence than CT or Mass. Those ticks really respect the state borders apparently!

I would like to see what the map would look like if the true number of cases were reported.

You have to take in account populations too, the more people in the state the more people will get it. Here are their populations:

CT: 3,504,809 in 2006
Mass: 6,437,193 in 2006
RI: 1,067,610 in 2006

It is scary to see that if you compare the CT Population to confirmed cases between that 16 year period it ends up being about 1% of the population. That is 1% even with all the nonsense of people not properly being diagnosed going on.

Do the same math for all of USA and assume that the cases are underreported by a factor of 10 like the map says and that means 1% of the whole country has it.
