Diagnostic testing labs need not be approved by the FDA- only by the state they operate in or in some cases the states that they send test results to.
FDA approval is for tests that are sold to the public say at a pharmacy.
In my mind the more labs the more competition. This normally results in lower costs, better service and hopefully a better product.
