2 times in the past month I have gotten this rash on the top part of my chest, under my neck.
It looks like poison ivy but I have not been out in the woods at all.
It is itchy and I do not have it anywhere else. I have not worn any new necklaces either.
Anyone have any experience with something similar?

Have you changed your laundry detergent?
I'll bump this up for others to see.....

I always have a rash on either side of my neck. It doesn't itch. I very often also have a rash on my upper chest, sometimes it itches, sometimes it doesn't.
Over the past 5 years I've tried to find a link to laundry detergent or something I've eaten. Can't find an external or food related cause.

Also, do you notice 'spider veins' in the vicinity? I don't have a rash on my chest, but I do have blue spider veins over my heart and left shoulder.
I did have rashes though similar to what you describe elsewhere...eczema...I think I had it on my arms, and it did itch on occasion.
I also had psoriasis near my tailbone at one point, though psoriasis just looked like layers and layers of scabby white and grey skin, so I don't think that's what you're dealing with.
