Many ways: Find one of their posts and click on their name. Then select "Send New Private Message"
or, find one of their posts and find the icon across from their name that looks like an envelope and 2 people standing next to it.
Put your pointer on that icon and it will say "send new private message." Click on that icon, then type your message when the box comes up.
If you can't find a post by the poster, go to "directory" near top of screen next to "my profile" and type in their screen name. A search will be done looking for the person. Then, you can click on their name as above.

Click the "envelope + 2 people shaking hands" icon in a post written by the person you want to PM. It is the 2nd icon to the right of the date and time :-)
The person I want to PM doesn't have the envelope with the two peuple.

Then you can't PM them. They have to enable their PM function.

Write to them publicly and ask them to amend their profile to allow PMs.
They have to click on "My profile" then "edit profile" then "enable private messaging" and I also like to check "be notified by email when you have a private message."
The person likely doesn't know that they are missing out on private messaging.
