Technically what this is describing is late stage Lyme, by definition. He is talking seronegative Lyme.
Remember, CFS (or ME/CFS) is NOT chronic fatigue. Fatigue is only one factor, and these days it is not really believed to be the most important one in an ME/CFS diagnosis - that would be PEM.
Now, this is not to say Lyme cannot cause ME/CFS, ie, that ME/CFS arises because of Lyme and remains subsequent to Lyme being resolved, or concurrent with it.
