An excerpt:

The federal government does not pay to defend New York state against Lyme disease or New York City against terrorist attack. So it is a question why it is a federal duty to pay for measures to protect or repair New Orleans from local storms.

The economist's answer is that a disrupted New Orleans has external costs on the farmers upriver and the producers everywhere who depend heavily on the city's great port to ship grain. At likely levels, New York's Lyme disease does not threaten the rest of the nation. Protecting Wall Street ranks high on that external cost test, but not high enough in the estimation of Congress. It is a matter of degree.

O.K. Tutu,
I thought oh how great more info......goodie, goodie......and then I couldn't see a link.......

Now I know my butt's a draggin [sleepy] because I just got back from the LDA mtg. in Philly,........but

Please tell me there is nothing there...and come back again with that link......purty please???

Will collect my thoughts tomorrow and write up something for you guys.....whew too much information [dizzy] , but an awesome meeting......YOWZA!!!!!!!!!!

Well, I reconsidered posting it. Now I have to remember where I found it!!! [bonk] It was about New ORleans and katrina....but said stuff about Lyme disease in NY. I'll see what I can do....sorry to lead you guys on!
