Remeber the new dog that lives above that whined and barked while its owner was not home.

Time has helped some but he still does it 'some' all the while they are gone.

Just a lower volume that if my tv is loud enough cant hear over it.

Goofy new question is---how do you keep a dog inside 24/7 and never take it outside?

Least wise I NEVER see this dog outside, walked anything all the while living here.

I go and come all hours and see others out but never this one.

Or can you potty train a dog? Should I start looking for ceiling stains???LOL

Even with the colder weather they are on the deck all the time. Is there a dog box like cats have?

Don,

I have seen potty pads for small dogs so guessing..yes they can be trained to potty on them.

But, wondering if you might talk with the local human society to see what the laws are.

That is lousy the dog never gets out of the apartment.

Get this guess where this lady works?

Of all places she said she worked at the POLICE department.

Doesnt look like an officer,,,might be a 911 operator/dispatcher,,,,just guessing

Wouldnt it be a hoot if she was and somebody called her to report her barking dog????

When I see the way upstairs people I met over the fire deal,I will ask.

That reminds me of a similar situation!!! Our upstairs neighbor from 2+ yrs ago had a dachshund and I never knew it. So I guess it was because I had never seen them walking the dog!!

I kept hearing this running along the floor but thought it was the kid upstairs rolling something on the floor. Finally one day the kid next door told me they had a dog in the upstairs aptm.

And get this, don, .. the husband worked for the police or someone also!! He had a scanner. I can't remember what his job was.

I wanted to report spousal abuse on him once but was afraid to because he had the scanner!!

Keeping a dog inside all the time in an apartment is abuse.

All dogs, big and small need walked or encouraged to run with toys (like Frisbee or ball) outside at least once a day. Best is 2-3 times daily.

I've had a few dogs and I know that they would have all gone nuts if I didn't walk them!

Poor animals!

Try calling your local humane society or ASPCA for advice. If that doesn't work, try calling the cops to see if there are local laws that apply for this dog.

Many cities and states are passing laws on animal welfare to protect pets in this situation and worse.

sammy...i know what you are saying...but when my 20 lb schnauzer got too big for me to handle cuz of my hands, and balance etc and cuz of his arthritis he needed me to carry him sometimes-it was dangerous-esp taking him out in the morning when my arthritis was at its worse. i fell 3 times and then knew after he was gone i would need a very small dog that could be trained to potty pads.

my etta is a shih tzu mix and 9 lbs. very active-well she is a couch potato at times and will sleep with me 10-12 hrs at night. but being so small she gets lots of exercise in the house.

its true she does likeoutside. and before she was attacked ay a dog she loved going to daycare...now she is skittish about others and slowly having good experinces-shes 2 so i hope she gets over that.

but...i dont think a small dog has to go out everyday. there are stormy icey days i cant go out...sometimes a bunch together. and in the winter even with her coat on she cant stay out long.

a medium size dog and a male , i think, would be much harder to deal with potty pads all the time. her poo is like goose poo so its pretty small.

im more concerned about dons dogs whining...i hope it is a dog...not something else...that is a very tricky situation to be in. i called about a dog three times once...animal control came out 3 times and after that i saw the dog die. it was so sad. one of the worst things that has happened to me. the dog was tied outside and i thought of stealing it...finding it a home...but it attacked andyone that got close-it was so hungry and thirsty and crazy from being tied.

my point wasnt to get so negative...just to say i think some small dogs can spend a lot of time inside if necessay---but it helps to have the right breed..shih tzus were bred to be lap dogs.

I would whine and cry all day if I couldnt go outside. Do they have other dogs that go out? There really is no excuse for it. When I was a vet tech and managed ICU, even dogs with bilateral chest tubes got to go out for a quick pee. Its good for their spirit.

I would keep a close eye on it Don [Frown] even if the dog is injured I see no reason that it cant go out!

the poor thing is prob locked in the crate too. They do make these fake grass potty areas for small dogs.

But to NEVER Leave? Somethings not right.

I asked the upper neighbor who can see out both sides of the building,,,she says oh yes they take it out regularly.

I cant see out that way from inside but use that door and side going and coming cause that is the parking lot side.

Never saw it outside,,,all the times both day and night. Must not be out long.
