Often times older machines report low virtual memory because your hard drive is almost full, as the Windows "paging file" is stored on disk. By default, this paging file is set up in a dynamic way, growing and shrinking as necessary. If your disk fills up, the file can't grow big enough.

Best practice on most machines is to set your virtual memory paging file to a fixed size, about two times the amount of physical memory in your machine.

This works for Windows XP, but is similar for Windows 2000 and Windows 98:

Right-click on "My Computer", hit "Properties".
Note the amount of RAM (i.e. 512MB).
Click on "Advanced" tab of System Properties screen.
Performance: click "Settings"
Click on "Advanced" tab of Performance Options screen.
Virtual memory: click "Change"
Click "Custom size"
Set both "initial size" and "maximum size" to be twice your physical memory size (i.e. if you have 512MB, set it to 1024), with a minimum of 512 and a maximum of 4096.

Note that if you do not have enough space available on your hard drive you should probably run the Windows Disk Cleanup application:
Start->Programs->Accessories->System Tools->Disk Cleanup
