You are a caring and compassionate sister for trying so desparately to help your brother. Your brother needs the very best Lyme Litterate Doctor you can find. This is where your capabilities will serve him best. . . You must research each Doctor's treatment and success rates.
We do not recommend you go to a specific Doctor. A doctor and patient relationship is a very personal interaction. As you start researching, you will see that every doctor has good reviews and bad reviews. It is up to you navigate each to find the perfect fit that best serves your brother medical needs.

Bonnie says it so nicely and gives good information. My wishes for your brothers return to health.
The site below can give you information on Lyme and other tick borne diseases.
It also has a link for DOCTOR REFERRALS on the menu to your left that covers all states and some foreign countries too.
Aside from never hearing of him, I am concerned with the fact that he insists on having "proof" of infection before treating, and that proof is based on Lyme tests- some of them are time consuming (having to be repeated and paid for before you get a positive) and very expensive and still not totally accurate.
I've seen a doctor do this years ago (insisting on a positive PCR test before treating, which is hard to get in many cases) and it was a huge problem for the patients and VERY expensive.
Granted the tests for Lyme pretty much all suck, but if you do get a positive, you can be pretty sure it is Lyme disease, especially in Pennsylvania.
My suggestion is to look around a bit more before you decide on anyone.
