You need medication that can cross the BBB. IV doxy and IV rocephin are good at hitting lyme in the brain.

Getting core synchronism (like cranialsacral work), using essential oils, the Chinese herb pseudoginseng root, and high doses of niacin all helped me with the brain inflammation and insane migraine headaches, and neuropsych issues. I don't have these issues any more thank God.

I just started taking Japanese Knotweed, which is in the Buhner Herb Protocol, and it really really helped me with brain inflammation very quickly.
