I definitely think yes. Check out the book Lab 257.
Also, Jesse Ventura has a show called Conspiracy Theory. A great show. This year his season premier was on Plus Island. And, of course, they talked of how Lyme came from there (among other things).

- Is lyme a Bioterrorist disease? The disease itself, is clearly from an infection. However, the spread of it can be due to bioterrorist action. The infection also may be manipulated in a lab to contain other infections such as mycoplasma, some researchers contend.

Just as antrax is an infection that can be acquired through nature (soil) OR with a bioterrorist attack, lyme can be transmitted in nature by ticks OR it can be manipulated by human action.
Bioterrorism is terrorism involving the intentional release or dissemination of biological agents (bacteria, viruses, or toxins), that may be in a naturally-occurring or in a human-modified form. For the use of this tactic in warfare, see biological warfare.
