I am not sure if I should order powder form?
Or tablets? capsules?

For salt/c we have to put them into capsules with the salt right? So I was hoping maybe there was a bottle of powder Vitamin C that I can just mix..

For example, the Emergen-C brand has lots of sugar in the packets so I was trying to find something with less sugar?

I always got mine from Nutribiotic.com my llmd liked the quality of their stuff. They have the powder, or capsules, or tablets. I got the 1,000 mg capsules. The powder is very bitter.

I use Ester C powder with bioflavinoids and mix it in a tall glass of water with the sea salt. I buy an 8 oz jar and pay about $17. There is no sugar or any additives at all.

My doctor suggested I use Perque Potent C Guard.
I tolerate it well.
