I am taking dmsa to chelate heavy metals. Do I need a binder? Which one, and when do I take it?

Yes you do. I take chlorella, 4 pills 3 times a day. I also just sstarted IV Glutathione. I am surprised your doctor did not put you on one, as from what I understand, it is crucial to take binders. Otherwise your body will not dump the metals.
