First facial rash lasted a month. I finally got it cleared for a couple of weeks with diaper rash ointment. Rash is now back.
What kind of MD can test for food allergies or cosmetic allergy?

An allergist would diagnose food allergies or cosmetic allergies. You could also see an Integrative Medicine provider.

If you go to a good dermatologist or allergist, you can get patch testing for chemicals in cosmetics and various foods. There's a whole cosmetics series that can test common chemicals.
Here are the companies that sell the patches. If you contact them, they can tell you doctors that can test in your area.
Also, if you call around to the local allergists in your area, they may have a referral.
I tried several other methods like muscle testing and it was not accurate. Only patch testing really provided obvious answers because I could see the irritation after wearing the patch.

I googled and also found bart can cause facial rashes. So, it could be that since I haven't changed any cosmetics, etc.

Spirochetes love the face. You might try producing an exit of Morgellons on your palms and between toes to see how heavily infected you are. Pea size amount of animal wormer paste and look with a micromagnifying glass for fiber like organisms in various colors and black dots exiting the skin, esp. between fingers, toes, and on fatty heel of palm. http://f1000research.com/articles/2-25/v1
