In my experience, if it's a lab they contract with Labcorp will do a draw. My doc wanted me to do a draw for a lab that didn't have in their database and they refused to do it.
Quest said they'd do the draw for a fee and didn't have those requirements.

My local Labcorp did it for me as a "courtesy" while I was there having blood drawn for some Labcorp tests. I called ahead and checked. No fee.
