No, but Steere is no good and that is an understatement. He is the reason so many people stay sick.

I think you are talking about the EIS, Epidemic Intelligence Service, which tracks disease outbreaks. It is part of the CDC. Steere was in this, which was why he was assigned the job of investigating the arthritis outbreak in Lyme, Ct in the 70s. He is a rheumatologist, so arthritis was in his field.
Seems like there have been additional mechanisms put in place since then, trying to watch unusual buying patterns of meds or ER visits. As a result of the terrorism fears.
