I would have to say the safest is when you make your own,it also saves you alot of money.It is simple to make. It has helped me tremendously. My nephews are wrestlers,and they were always coming down with ringworm,due to some of the schools not cleaning the wrestling mats.Since they take there own silver,they have not had ringworm,in 2.5 years,while others are still getting it.Matter of fact they hardly get colds anymore. My nephews wife said the stuff is unbelievable.

The safest colloidal silvers are manufactured using nano technology. The smaller particle size makes it more effective and also helps the body chelate it out better.
The brand hubby's doc has him on is Argentyn 23 -- this is a stronger version of Sovereign Silver. The Sovereign Silver is available on the internet or in helath food stores. The Argentyn 23 is only sold to docs.
There are other brands. The size of the particles and the ppm (parts per million) determines the strength of the product.
