I don't know if it is veins or muscles on both sides of the neck, but they feel like they're being pulled out and horribly ache.
Is this a lyme symptom or something else? Have you experienced this before?

For me, it is lyme.
Started to improve on doxy and plaquenil.

Are your cervical lymph nodes really swollen? If so, that might contribute.
Otherwise, you may want to up your Mg levels to try to get those muscles to relax and use MOIST heat- hot shower for 20min a few times/day, or consider asking your doc for an Rx (muscle relaxer) b/c our wacked-out CNS can do crazy things.
