Sorry Kennedy. I am not familiar with that program. The health departments were doing studies in several states (spraying people's yards), but the study ended already.
There is a program to test a tick for free and it is for a variety of diseases. Doesn't sound like what you are looking for based on your info above (they don't drag for ticks- you send your ticks to them), but you can check it out here just in case.
